Man who grew up off Ramblin Road files to run for South Congaree Town Council

South Congaree, SC (Paul Kirby) – Dwayne Prosser, a man that grew up off Ramblin Road, and spent most of his life in South Congaree, has filed to run for the open seat on the South Congaree Town Council. The upcoming special election is to fill the seat of Roger Spires who resigned before his term was completed. Whoever wins the seat will finish the remainder of Spires’ term. The election is scheduled for April 16, 2019. 

 

Prosser is the son of Frank and Edwina Prosser. They were both well-known citizens of the area who chose to raise their family here years ago. He has two brothers, John and Kevin. Kevin is well-known for being a member of the Southern Gospel group The Soldiers of Faith. 

 

Prosser said that he is running for town council because he feels like the town should increase their enforcement of existing ordinances, and if necessary, draft new ordinances, regarding the look and upkeep of properties in the town. He said that he felt as if there were too many properties in South Congaree that just weren’t being kept up, and that needed to change. The large amount of litter along Main Street is another example of issues that shed a negative light on South Congaree according to Prosser. He also felt that even with the new town sign, there was a lack of communication between the town and its citizens. “The new sign is nice, but the upcoming election isn’t posted on it and that should have been done. There are also other ways that we can communicate with the people like keeping the town’s website up to date,” Prosser said. 

 

Prosser, 51, lived in Columbia for about ten years but moved back to South Congaree in 2005. He said that he likes the area because it is quiet, not too built out, yet convenient to people and families that want amenities. He lives on Oak Street. Prosser works in the pharmacy and the operating rooms with Prisma Health – Baptist where he has been employed for the past 25-years.
