City of Cayce secures $4.5 million in grant funding for various projects

Cayce, SC 09/16/2025 - The City of Cayce has successfully secured just over $4.5 million in grant funding in recent years. These grants impact important long-term initiatives like public safety, infrastructure improvements, and recreational amenities - allowing Cayce to invest in community development and smart growth while maintaining the fiscal responsibility that the city is known for.

“This is how we grow strategically - by securing outside funding to keep costs low while maintaining the services our residents expect,” said City Manager, Michael Conley. “This funding represents a major investment in our city's future - paid for by grants and partnerships, not local households. The City of Cayce continues to prove that smart planning and aggressive grant-seeking can fuel meaningful progress.”

Breakdown of Cayce’s Recently Secured Grants:

• Public Safety & Health

  • Gang Investigator Grant ($91,053) - fully funds a dedicated position to combat gang activity in the city, funded by the SC Department of Public Safety.

  • Opioid Recovery Advocate ($80,940) - supports substance abuse response and recovery services.

  • Body Armor Grant ($27,537) - ensures first responders are properly equipped, funded by the Bureau of Justice Assistance.

  • Fire Safety Equipment ($32,067.90) - safety equipment is funded by Firehouse Subs.

  • Victim’s Advocate ($55,564.00) - support for victims of crime, funded by the SC Attorney General’s Office.

  • School Resource Officer Funding ($416,127.00) - provides for officers, vehicles for local schools funded by the SC Department of Public Safety.

  • Cybersecurity Grant ($20,000) – additional protection for data and billing software, funded by the Department of Justice.

• Beautification & Environment

  • Community Litter Removal and Enforcement Grants ($11,492) funding local cleanup efforts and ticketing operations to discourage littering, funded by Palmetto Pride.

  • New Roll Carts ($15,750) funded by the Department of Solid Waste.

  • Sidewalks Grants – Dunbar Road ($100,000) funded by Lexington County.

  • PFAS Study ($600,000) funding to prepare for and study the local impact of PFAS on local water systems, funded by the Department of Health

• Parks & Recreation

  • New Park Equipment Grant ($114,680) from the SC Department of Parks, Recreation & Tourism to upgrade recreational facilities.

  • Riverwalk Grant ($500,000) for restoring and maintaining one of the city's most beloved assets, the Cayce Riverwalk.

• Infrastructure & Transportation

  • Foreman Street Multi-Use Trail Project ($391,100) funded by the SC Department of Transportation expands walkability and safe transit options.

  • Six Mile Creek Sewer Project and Pump Station Upgrades ($1,000,000) will improve critical utility services, with funding through the Rural Infrastructure Authority.

  • Lexington Avenue Sewer Line Rehabilitation ($273,642.00) funded by a Community Development Block Grant.

  • Pump Station – Lloydwood ($74,278.00) a new station generator funded by FEMA.

  • Safe Streets Grant ($200,000) funded through the Department of Transportation.

  • Pump Station 1 ($540,000) pump station repairs funded by the Environmental Protection Agency.

With a focus on efficiency, none of the new grants require the city to take on permanent staff positions after the funding period ends, avoiding long-term budget commitments. Additionally, several grants come with built-in administrative cost allowances and public education components—adding value beyond the initial dollar amount.

Not included in the above total is the $10,000,000 for the Avenues Stormwater Drainage Project; funded by the Rural infrastructure Authority. This funding is currently being utilized to replace aging pipes and infrastructure in the Avenues of Cayce.

As the City of Cayce continues to grow and improve, these grants will ensure that progress is being made, core functions of government are being funded; and, looking forward, we are ensuring financial sustainability and smart budgeting practices.
